Each policy (late fee, emails, ...) can be in one of three modes. Auto, Manual or Off.
This dictates if the policy can create actions, and if those actions should be automatically ran.

This policy will create actions, and the actions will be ran automatically on their scheduled dates. As long as "Safe Mode" is not enabled.

This policy will create actions, and the actions will remain in the "Pending" state until they are manually ran.
​Some actions that are time sensitive, such as emails, will be removed if the date they apply on passes and the action was not manually ran.

This policy will not create any actions and will have no effect.
